Amended Events By-Law in effect

The City of Cape Town’s Events By-Law, which charts the course for City Protected Events and eased approval procedures for smaller events, has been promulgated and is ready for enforcement.
The City’s Events Amendment By-law, 2025 introduces a more flexible and enabling framework for the hosting of events across the metro.
The amended by-law is designed to streamline event approval processes, reduce unnecessary administrative burdens for lower-risk events, and strengthen Cape Town’s ability to attract and host major national and international events.
It aims to strike an important balance between maintaining public safety and creating an environment where events of all sizes can thrive.
‘Events play an important role in building vibrant communities, supporting local economies and showcasing Cape Town as a world-class destination. These amendments will help ensure that smaller community events are not subjected to the same requirements as large-scale events, while maintaining the necessary safety standards. For community organisations, schools, neighbourhood groups and local event organisers, these changes have the potential to reduce costs and simplify the process of hosting events that bring people together and contribute to social cohesion,’ said the City’s Mayoral Committee Member for Safety and Security, Alderman JP Smith.
One of the key amendments provides the Events Permit Officer with greater discretion to assess applications based on the nature, size and risk profile of an event.
This allows for a more proportionate approach to event regulation and may reduce compliance requirements for lower-risk community events.
The amendments also introduce greater flexibility regarding the appointment of Safety Officers, allowing exemptions to be considered where appropriate and where alternative safety measures can adequately mitigate risk.
City Protected Events
The by-law amendments further introduce the concept of City Protected Events, creating a mechanism for Council to support the hosting of major events that deliver significant economic, social and destination marketing benefits for Cape Town.
Under exceptional circumstances, Council may approve specific exemptions from certain municipal by-laws to facilitate the hosting of strategically important events, subject to strict conditions and continued compliance with national health and safety legislation.
‘We have engaged extensively through the committee process with the Events Department, as well as with residents through the public participation process, to bring these amendments to fruition. This initiative forms part of the City’s ongoing efforts to establish a regulatory environment that is responsive, practical, and supportive of a thriving events sector, while ensuring that public safety remains paramount.
‘The proposed framework will enhance our capacity to attract and host major events, thereby stimulating economic activity, creating employment opportunities, drawing visitors to our city, and delivering lasting benefits for residents,’ said the Chairperson of the Safety and Security Portfolio Committee, Councillor Mzwakhe Nqavashe.
